Biomass Supplier List

The Biomass Suppliers List (BSL) is a list of woodfuel that has proven it meets the eligibility requirements for the Renewable Heat Incentive (RHI) scheme.

The BSL is a list of woodfuels that have proven they meet the eligibility requirements for the Renewable Heat Incentive (RHI) scheme.

It enables RHI participants to demonstrate to Ofgem that the fuel they are using in their biomass boilers meets the sustainability criteria needed to claim their RHI payments.

From 1st April 2022, the fuel supplied to RHI participants will also have to be certified under a quality assurance scheme.  There are currently two recognised schemes: ENplus for pellets and Woodsure for all other woodfuels. 

Fuel Quality

BSL authorisation does not guarantee the quality of the fuel as it is not a quality scheme. Early in 2021 legislation was introduced that made a number of changes to the Renewable Heat Incentive. The changes to the RHI which impact upon accredited Biomass Suppliers List (BSL) fuel suppliers come into effect on the 1st April 2022. The legislation places requirements on both self-suppliers AND commercial suppliers (Producers, Traders and Producer-Traders). Woodsure is named in the legislation of one of the available Fuel Quality Certification schemes.
